A few months ago I had a similar problem on one of the F7 Kawasakis I had. In my case, the bike started and ran fine, and although I had the lights working at one time with an older battery in it, I put in a new battery (had it for another F7) and all was good again. I think the lights actually work off of separate "lighting coils" that are energized when the lights are turned on, but, not being an electrical genius, I guess they still need a good battery to develop the proper voltage. Even the turn signals that would only work poorly, sometime, worked fine again with the new battery.
