Freshening up electrical gizmos

In regards to electrical hoo ha,
I'm normally in the "if it's working it's working" camp.
What I'm saying is I don't like to poke around with that shit.
But here I am, slightly suspended in a rebuild with this doodad on my bench.
So I figure I'll clean it up some, it's a bit crusty and oddly oxidized.




So for the lack of any confidence in the terms that are associated with these two items, I'm going to refer to "the bigger one" and the "other one."

So there's just 3 bolts holding in all that crazy coppery junk in the big one.
The question would be: am I supposed to sand those windings, or just hose it in contact cleaner? Perhaps even, something I know nothing about.




Now lets talk about that "other guy"
Is it safe to take some emery paper to the copper parts?
Hose the middle?




Yeah so,
what's the procedure here?
