So, from what I gather it works like this (in laymans terms):
The device alters the intake air thermistor reading to a LOWER temp by a preset amount. This causes the ECU to increase fuel delivery to account for LOWER "ambient" temps. The reason we need to do this is because the stock EFI system can't make a large enough change based on the O2 readings within normal conditions because the allowable span for changes is too narrow for what is necessary. Your device alters conditions to get the EFI program close enough to be able to make minor adjustments within its allowable range.

We do this to make the engine run better due to emissions restraints.
