With the high-beam indicator lighting up, and seemingly independently of the high/low beam settings, it made me wonder if this was some kind of diagnostic or warning light. From looking at the wiring diagrams I can't work out how it would turn on with from a wiring fault unless the dash was doing it for some other reason..
I wish I could find a schematic of the dash.. that would help a ton.
