The Garmin 24k Topo map set I recently bought on a good black Friday sale does indeed offer routing capability. I haven't looked a all the rest, but the Northeast one does. Note the 6th bulleted item under Features:

Also, I believe that Garmin has moved over to using Navtek data for their topo map sets, according to their CS people.
