They stayed on for years of rough treatment. Tough to get labels to stick to low energy polymeric surfaces, such as the x-linked polyethylene these tanks are made from, takes a special adhesive.
Yes, he can and that was his suggestion if I wanted to try to do a full tank wrap again. It's the same material that's used to cover glass/windows on large vehicle wrap jobs. I think the perforated stuff only comes in white, so it needs to be graphically-printed before application.
