You, sir, are absolutely correct. A file tag is something you've take previous to the tag being placed. I could do a lot of these lists from the chair I'm sitting in. The game started off requiring a device of some sort proving it wasn't a previously taken picture. Then folks realized that it was a game and excessive rules weren't necessary.
