No, this is where the state of California began to crackdown. Meanwhile on the West coast the state of Washington tried to crack down (on plated 2-strokes, you could still plate a pre 07 KTM 4-stroke), it backfired and ended up the exact opposite where now you can plate subject to: http://www.dol.wa.gov/vehicleregistr...torcycles.html
As far as I know the rules in oregon havn't changed. It depends on how the dealer originally applied for the title when they relinquished the MSO.
