That's a CAP Repeater - it's main use is to show a compass bearing. Sometimes, especially on the dunes you have no tracks or landmarks, so they give you a bearing to follow instead.

Top left is the ICO which measures distance to match to the instructions on the roadbook. Riders often have two of these fitted as the sensors on the wheel break real easy. You can set one to measure distance and the other for speed - especially useful through the speed controlled zones e.g. villages.

I got fined on the 07 Dakar for speeding!!
