I'm running the KTM pannier racks with 31 liter touratech panniers and am pretty happy with that combo. It allows me to run hard or soft panniers depending on the demands of the trip. The racks are pretty robust.
The upper cut-in of your mock-up reminds me of Jesse Panniers - maybe the ones for the DL1000.
