Well I was able to finally talk a sympathetic tag office (not the dmv office) into submitting my MSO to see what happens. LA sent me my title in under a week! I don't think their system is set up yet to catch offroad bikes and it sailed through.
I thought I was going to have to go through another state, but luckily that wasn't the case. If you already have an offroad title it may be a lot tougher to get it through.
