Bakersfield routinely scores anywhere from #3 to #1 as the worst air in the country. It isn't just dry air. Local polution is not all that bad, its the climate and geography that makes it so bad. Bakersfield sits in a bowl surrounded by mountains on three sides and all the crap in the air has little where else to go. The common temperature inversion layers just make it worse.
