Not only does this allow rotation adjustment but, in and out adjustment. Somehting that becomes important when using an end of the throttle lock.

For others, on my 2002 GSA:

Two torx and an allen to loosen the hand guard so it can be positioned out of the way

Three Phillips screws to remove that cover. One on the front, one on the bottom, one behind the mirror stem (much smaller than the other two). Remove the mirror stem with an Allen from the bottom.

That exposes the allen bolt, loosen, rotate, tighten

Put it all back together

Never having done it before, took me about 35 minutes to do both sides.
