Moto 2 and Moto 3 both feature a lot of wheel to wheel racing and only something like 3% of the spectators in the stands at North American races even know who the contenders are.
I submit that there are lots of opportunities to follow series with very close wheel to wheel racing and yet few do.
Why do you suppose that is?
The lack of coverage for any form of motorcycle racing does not help with low spectator numbers. Few people are going to wake up 8am to watch a moto gp race or go out of there way to record a tuesday moto 3 race.
