I don't qualify as an Expedition rider, but I have camped off bikes some.
Heavy stuff belongs as low as possible, so in the saddlebags, not in the top case.
I try to leave the top case mostly empty, spare gloves, raingear, fleece for when it cools off, etc. That way when you stop you can put helmet, stuff inside. Also, when you stop for groceries, beverages at the end of the day's ride, you have room for them.
Never had a GL, though they look great, especially if you don't want racks to support saddlebags.
Hard luggage can hurt you if you fall over.
