How do I maintain a little bit of quality and how do I know that I've reduced the size to an acceptable 160kb?
After you've resized it, navigate to the file in Windows Explorer and right click on the file name. Select properties and it'll give you the file size. Generally, once you get them down to 4 or 500 pixels across, they're about the right size.
