If you can deal with some dry heat in the middle of the summer all winter long is in the 70's and low 80's, gorgeous year round and probably more year round riding than anywhere else. SoCal gets a fair share of rain and unless you're in a beach town you're just going to be fighting your way through the concrete jungles. I'd more highly recommend NorCal or central California. Anywhere up the west coast, even up into Seattle is doable year round but again, here in Arizona you have some of the best paved streets in the nation, big and wide. Lots of beautiful places, cool destinations nearby and year round clear weather. Just be warned, in the middle of the summer it gets hot. Won't hardly drop below 100 and is usually around 110 and can get as hot as 120.
Dry heat my ass! Phoenix is the worst place I've ever been in my life: 117 and 85% humidity. it was A-Mazing and not in a good way :)
And for me, I actually really loved riding in traffic in LA. It's fun
