Good lord, that is absolutely unacceptable! I'm guessing an old-fashion letter to the dealership's GM would solve your problem promptly. If not, climb the ladder - everyone has a boss (somewhere in the organization) that gets pissed off when their staff can't resolve client problems and it generates letters & calls to them!
