I wouldn't swear by it, but yes... or possibly slow down the rebound. Hard to say as I've never thought about it before until you posed the question.
With enough vacuum, you'd shorten the fork travel... but I suspect that atmospheric pressure would sneak in past the seals eventually.

Try it and let us know what happens.
