Sure, if you are cruising at 60+ or 80+mph in open desert and you can see miles ahead of you, the added weight of the combined 13 plus gallons of fuel actually makes the bike feel more stable.. where the location of the weight should not matter all that much.
But when you are traveling below 30 or 20 mph through trails with rough terrain, 2 to 5 ft. raises and drops constantly, babyhead rocks or boulders that weight more than a few tons.. that's a different story. even the weight of your own head can make a big difference in the balance of the bike.
I'm scrunny little guy, I try to carry as minimum weight as possible when I ride off-pavement.
