I believe it's an old San Jose brace, most often seen on airheads road bikes.... I had one on my R100RS, both of 'em actually...

This sturdy tubular steel fork brace holds fork tubes in precise alignment and exerts a self-aligning torque as cornering forces increase. Provides smoother fork action, sharper steering response and more stable, predictable handling. Fits most Airhead twins from 74-80. Direct bolt on for all with "S" style fender, other fenders may require some drilling.
