74 mph for a 250 dual sport isn't much. In the Dec. 1990 250 dual sport comparison in Motorcyclist, two of the bikes (Honda NX250 and Kawasaki KLR250) had 76 mph terminal speeds in quarter-mile drag strip testing.
According to a Nov. 1989 road test in Cycle, the KLR250 would "pull the 9500 rpm redline in sixth (90 mph)."
No mention of top speed in Cycle's May 1988 test of the NX250, but theirs topped 78 mph at the drag strip.
