Mine were out of alignment the same as this. I clamped it in a vise and did some tweeking. In hindsight I should have sent them back, or filed the holes to an oval. The rest of the set bolted up with no problems. The welding jig must have been out for some of the bars (or perhaps they have two molds for the engine case and they are different.).
No button head screws/bolts in my hardware set, no complaints there.
