Looking at the tail area under the seat, what's the loop thing???

Seems to be something to pull, but it's doesn't pull easily. Figured I'd ask and show my ignorance before I risked pulling and breaking something...

It's one of those safety releases a person would pull to open the seat in case he was locked inside, cars have them too.

drops off the rear fender after you remove 2 bolts and unplug the plug for thr rear lights

What I meant was that if its bolted, what's the purpose of the "quick release" feature...
