I blame an flaps(friendly local auto parts store) and a new cell phone activation for the delay
(both issues were mind bending, thus causing excessive drinking, and long recovery downtimes)

This is a friendly game. I was late once. I say it should be at the organizer's discretion, including judging their own submissions.

Perhaps do like a race - if no advantage gained, no penalty (e.g., if an announcement was made at 12:30AM that RV was arrested in an Atlanta bar and charged with impersonating a penguin and would not be able to race, then a 12:45 submittal with RV missing from the prediction shouldn't be allowed).
