    In a way, the motor is both a flathead, and an overhead valve. I mean, the head seems to be cast with the cylinder, so I don't know what you'd call it.

    The exhaust valve points up, and the intake valve points down. There are two external push rods per cylinder. See the intake push rod back there behind the exhaust valve spring? The intake push rod enters the head under the rocker box.

    But you might be right, the petcock valve may open into the intake port or combustion chamber and serve as a fuel prime reservoir.

    I don't know where it goes, as there doesn't seem to be any wrench flats on it.

    Yes, that is exactly what it is. This was common on the early bikes, tractors etc. The forerunner for fuel-injection.....:D

    This configuration is commonly refered to as an F head.
    I had a Kiaser Jeep mail truck in high school. It had an F head engine. According to the books I found the F head model put out 10 more hp the their flathead version. So in the Kiaser version that meant 65 hp vrs, 55 for their flathead.
    Even in the mid-teens the design wasn't optimal.
