It's not widely known that they are not just heads. Extending many feet into the ground are full bodies : torso, legs, feet etc (but no trousers)

I think you find that they are attached to a trailer, one trailer for each one,

buried just under the surface.....

Here's an interesting one...taken last week on the way to the NUmeralla Folk Festival.....this is a diversion of a river to allow for gold mining....the square shaped light is the upstream end of the tunnel..
