If you look in the GPS forums you will see plenty of discussions about the various maps. Personally I like to route at times, so i went with Bicimaps for all of MX. it had all of the trails I needed at the time.

Try LBMAPS.com for Baja maps they work great in the Garmins. Plus if you like maps get the hard copies of the Baja Almanac,

Is city navigator enough or do you need the Baja specific maps?

I carried two different types of paper maps AND the LB GPS map and found that none were perfect (although the LB map is good).
The roads there change too fast for accurate updates. Sometimes I'd run into brand new paved highway in the middle of nowhere and other times I'd try to follow a road on the map and it would be almost completely gone (washed away and abandoned).
Ask the locals, ask here, and use common sense -- don't be afraid to turn around -- when in Baja and you'll be fine.
