THats the freezing point for water. While it is a good starting point, people or zombies can not be pure water.

Adding things like salts and sugars (found in the flesh) lowers the freezing point of water.

So, it may be that they don't actually freeze till they reach 28 degrees.

Also, they are decomposing correct? Decomposition is an exothermic reaction where microbes take matter and generate their fuel. Heat is a byproduct.

So, maybe they don't freeze even at 28 degrees.
