Which years of the KTM EXC400-530 DS bikes have the CA-legal emissions sticker regardless of which state they are in now? I know the 2007+ bikes have them and that the 2002 - bikes are exempt by CA DMV. Do the 2003-2006 bikes have that sticker even if they are out of state bikes? I want to buy a preowned one but I'm hearing conflicting info on which years have that sticker and therefore can be PLATED. I've heard of 2003-2006 KTM EXCs that have been plated in CA only to have them rescinded for some reason (not sure why.)
07+ If it's not plated already, don't chance it. My 05 was plated in NY, I couldn't get a straight answer so I sold it before I moved here.
The pre 2002 bikes are not exempt. The cut off for licensing dirt bikes was 1-31-2004. If it got a plate before that date in CA., it is OK, if not, it won't be licensed.
Can the DMV rescind plates for pre 2007 bikes that were previously reg'd for any reason if they are current? If the were once regd for street by lapsed, can they be renewed or will they be denied?
itsatdm is absolutely correct. If the DMV catches a bike that has been plated after the previously mentioned date, they will yank the plate and you will be stuck with an off-road only bike--that you probably paid a premium for because it was "California plated".
Yep. Story: My son's buddy had a father who passed away suddenly and unexpectedly (heart attack). The dad had a 2005 dirt version DRZ that he had managed to get a CAL street plate. One of the things that fell through the cracks during this difficult period was re-registering the bike. After the dust had settled from the dad's passing, they tried to renew the plate by mail, which was now expired. CAL DMV pulled the street plate and substituted a green sticker. The letter just stated the plate was revoked with no explanation. My son's buddy came to me because of my expertise to ask me what was going on, since DMV was so generous about the situation.
I would only buy a CA plated bike if 2002 or older, came emission compliant from factory. It is very possible to buy a plated bike that is not emission compliant and have the plate yanked from the DMV.
Largely hearsay,if they were plated back when it was legal to plate them then emission stickers werent an issue,back then. I would how ever keep the reg paid up and current just because its the thing to do. Ive been told more then a few times that 2002 is as old as they could be plated but others think 2004. We used to get dirt bikes registered for street at a small town DMV years ago,they didnt look at the bike,just some nice old ladies who would rubber stamp what ever paperwork we brought in. And really...........how big of a crime is it riding a dirt bike on the street? Hot rodders take full advantage of the pre smog vehicle rule and build 3 mpg supercharged 1969 Camaros with 600+hp and have no smog worries. CA is run by politicos who have never had to deal with real life up close and personal,more money is spent on making myriad new rules then anything else.
Called DMV and spoke to a supposed "expert" on registering "dirt bike" for street use in CA and here's where they stand (not much change, but at least I got it from the horses ass:) For out of state vehicles 1982 or newer, over 50cc, brought in with 7500 miles or more, has a US Emissions sticker "FOR HWY USE" (CA sticker not necessary) - this may be plated in CA for hwy use. This precludes all pre 2007 EXCs as they were stickered for "OFF HWY USE" only. Bike reg'd ALREADY for hwy use in CA that are PRE 2004 models are grandfathered in and can maintain their plate. If you don't have 7500 miles on the bike, it HAS to have a CA sticker or just forget about getting it plated legitimately. If it's a CA reg'd green sticker bike without a CA emissions sticker you wont get it plated legally. And if you manage to because of an erroroneous DMV employee (and you've got a pretty good chance of that happening - after all we're talking DMV employees) CARB has been vigilant and forcing the DMV to rescind those plates. If it's CA plated and was done so after 1/31/04 and does NOT have a CA FOR HWY USE sticker, CARB may send you a love letter one day. If you're buying such a bike, you may be rejected at the DMV for plating when you go to change title to your name. Some of the above is internal and is apparently not available to the public - YOUR tax dollars hard at work against you. So here's what I'm getting out of this: buy a 2007 or newer EXC and confirm that it's got it's CA ON HWY USE sticker INTACT if it's not already plated. Confrm that it's VIN matches the frame and engine so you know it's not a fake. If it was ORIGINALLY plated in CA before 1/31/04 (which could include some early 2004 models), you're safe as long as it's been registered continuously (you can verify this with the DMV prior to purchase). If it's a plated midMY2004-2006 assume it'll have it's plate rescinded. If it's pre 2006 and green stickered it wont be legitimately plated in CA and the threat of deplating will be there until they change the ridiculous laws of CA. CA should be so fortunate as to have all the 4 stroke dirt bikes being used on the street getting 40-50mpg and displacing the ludicrous number of single occupant cars jamming up our roads. This is just another example of CA's green laws misguidance. Good luck and hope you all foil the bastards!!!
I know of a guy that skirted the law to get his red sticker bike plated. I'm waiting for the day his plate gets pulled so I can laugh and point and say I told you so.
