I was going to guess that, as I have driven by it a hundred times and ride at Nestucca a bunch, but......
Its a reservoir, all fenced in from the main road, so I didn't think you could ride close to it :huh

You can actually ride 1/2 to 3/4's of the way around the southern end, pretty much within 100 feet of the water.
