How to repair an Airhead gas cap?

The gas cap on my 1977 R100RS has a problem. The upper cover/handle portion turns relative to the threaded portion that threads into the tank bung. I keep the cap loose so I can remove it but I worry about it coming out on the road. I understand this is a common problem with these caps. Is there a way to repair it? Thanks.

Read Anton's method of non destructive removal of the stuck cap. It provides a longer term fix.

Essentially it describes lining up the holes and wedging something there to stop the spinning. You can do this semi permanently, and the removable surround will help retain the bits in position.
