Davies could have won that thing, but he thought better about the risk. He ran a fast penultimate lap to arrive on Scassa, but then checked up and let his teammate go.

Maybe that is a better explanation. All I know is he closed up on the penultimate lap and then gave up a gap again racing to the flag. I was only watching the live timing, so I don't really know what happened. He was close enough to win and then didn't.
