BMW do have an oil cooler fan kit, and it's fitted to UK police bikes as standard.

The thermostat is part of the oil drain plug, and the fan fits in the fairing behind the oil cooler.

You'd have to modify the fan housing to fit the smaller gap on a GS.

there is an OEM fan for the KTM bikes that might work. I did this install to my 625SXC. Seems to work great. Not sure how well it would adapt to the GS but wher there's a will there's a way.
