A Serious Scooter Question...

My lovely wife wants to get one (and hey as there is no forum yet - I plopped it in here in Jo Momma)

She says 'I want a Vespa' - but I really havent got a clue as to whats around and whats best..

Some things she is looking for (in order):

It needs to have a low seat (she is only 5' 3")
It needs to be easy to operate
It needs somewhere to put stuff (shopping)
It needs to look cute!
It doesnt need to be able to go fast - she just wants to use it to ride 6 miles along Highway 1 to Half Moon Bay - our nearest town (45 mph speed limit - but traffic normally slower).
It needs to be cheap (actually - err thats my wish....).
