I'm going to guess that it's a late 40's/early 50's NSU Fox. Those had a strange looking enclosed rear suspension with a swingarm, and a leading link front fork with a more bicycle like connection to the steering neck of the frame.
And the cantilevered saddle suspended by a large coil spring near the front of the cantilever. The rear fender stays don't look the same, but just about everything else matches.
