Not many US Consulates here in the US, but I know where the Mexican one is... Don't know if there's a fence, but it's decent size. They tend to get antsy when anyone stops to look/take pics though.

It is global, but one of the guidelines is to keep the tag item as something most people could reasonably get. A consulate, sadly, is not something that many people are near.
