Question KLR650 leaking oil at CS

Working on my friends KLR, watched the video and read through instructions on KLR forum about how to fix the CS leak. I replaced the seal and the o-ring but not the collar. Got it back together and it's slill leaking. Is a new collar necessary? I don't see how the old one could go bad.

If so it's gonna kill him to have to spring $21 for the new collar

Are you sure the shifter isn't leaking also?

I can see that the oil is coming out by the splines that the sprocket slides onto.
