Either way, I don't care as I only visit those roads maybe once a month.
How about making I 5 an 8 lane freeway in each direction from Oregon to Canada with it breaking out to a 12 lane wide freeway in each direction starting in Olympia and ending in Everett.

Also straighten it out.

Hook the 405 up with Hwy 9 into an 8 lane wide freeway in each direction.

Make 99 a freeway.

Then we can talk about a toll.

So add a cost to WA residents according to miles driven. Raising the state gas tax would work better IMO, so you are not missing the lawnmowers, boats, weedwhackers, camping generators and loads of other gas consuming modes that will NEVER put a mile on the road.
Also ,a use tax on WA residents does not address the hundreds and thousands of non-WA vehickles that travel the state daily, putting wear and tear on the inferio-structure.
How about the hundreds of miles ridden on non highway roads, one could argue, yes my bike is licensed but I rarely use public asphalt roads as most of my use is on gravel or FS roads,,you know,,those not maintained by this mileage use fee, so,, I ain't payin it!
A mileage fee for out of state drivers?
Say you want to drive to B.C.,,would there be a flat rate for traversing the state?
Seems Olympia needs a major purge, or you guys have a really crappy list of representatives of the people to choose from,,makes me wonder how many of your states politi-folk are even from WA, and how many have moved there from somewhere they want you to be 'just like'.
With this philosophy, people moving all around the country, and making things as they were where they just moved from will result in a huge homogenous mix of sameness everywhere, so that, eventually all communities will be exactly the same, and there will be no point in traveling anywhere.
I remember signs from 40 years ago along the highway stating,"Turn around!,,This AIN"T California!".
Too many people. Earth would be such a neat-0 place without people.
What is the WA tax on fresh air these days? People in Tacoma should pay 15 times what they pay in Tonasket, just sayin.

And you can get a refund for fuel used in devices like that and if the tax is high enough more people would do it.

Gotta repeal RCW46.09.500 first.

The US Constitution makes that problematic.

Fine with me, but that NAFTA deal messes with that too.

In many legislative districts and in many statewide elections this is true.

I got a bumper sticker that says "keep Seattle out of the Okanogan" for just that reason.

Look at the Tacoma Narrows bridge. It went up fast since they responded to the ca$h incentive to deliver faster. The public/private investment concept also put it up way faster so they could charge tolls. It has srsly reduced congestion on that corridor and the USER pays for it. In favor of all your suggestions provided the tolls start as soon as the roads open. I don't want to be on the hook for road imnprovements I won't use (current concept of gas tax funds, FHWA funding, and state general fund allocation towards roads).

I don't have trouble paying gas tax for general roadway sustainment, development, etc. but I know gas taxes alone won't build the super highways that I won't use much. I get that the greater region would benefit so I'd pay some but not all of the fare required.

As long as the majority is allowed to take from the minority, we will never get spending under control. We are already taxed sufficiently to cover the appropriate and proper expenditures of government. It's all the social engineering that is killing this state, and this country.

Uh, no, Oregon started it before WA.

In 2007, Oregon conducted a VMT tax pilot project and found that the concept was "feasible."[7]
