Check your wiring diagram for a so-called "headlight relay". If found, jumper around it on the lights side.

Just throwing this out-
when your checking and testing the headlights operation, make sure that:
(a) you have the key in the second (run) position.
(b) the little yellow headlight switch on the control housing is in the fully down position (first is just the parking light).
