Doesn't matter where you are, the temperature in that cylinder is very close to the same. Gas and air burn at X temperature and X is a constant. The whole motor might run a lot hotter in a hot climate, less temp,. differential to the air to provide cooling.
A hotter plug literally runs hotter (center electrode). it might be desirable to burn off oil fouling in a very worn engine. I've used a hotter plug in the left lower plug of a dual plug setup because of gas and oil fouling. A cooler plug literally runs cooler and might be desirable when running bad gas and having pre-ignition problems.
You might also go hotter or cooler with various engine modifications.
The temperature of the plug is determined by the construction. The hotter plug has a longer center electrode (going back into the plug body) making a longer path for heat to get to the head and be dissipated. The colder plug has the reverse and it's center electrode cools more and more quickly.
