Probably because the rules governing such tests preclude using a current car and their two nominated race drivers.

Most of us have seen this before. But what the heck, it's fun. Ricardo Patrese takes his wife for a spin. Dunno what track. Jack the volume up, it's kinda low.

loads of updates in hindsight from Canada

Alonso with new side baffles

and Massa with old

completely new upper element

cameras moved & bigger brake ducts for Canada

turns out the "new" nose was just the old nose with a piece added. gotta love close up shots!

Monaco spec for comparison

Force India - Montreal 2013

big deal for all the teams was noses & rear wings
Force India made two versions, the new one (top) was significantly slimmer

this rear wing shows a significant bulge on the main element

whereas this one is much flatter.

Interestingly enough Lotus, who had the bulge, seems to have gone away from it for Montreal

for comparison

IF they were testing aero components then I could completely understand being up in arms, but that would be difficult to prove without footage, and I'm not sure there is any.

News broadcasts and commentators have been eluding to this, but I cannot seem to find that specific section (in regards to the exception for Pirelli requested tire tests). It may be out there somewhere though... If this is so very specifically called out in the rules, I cannot imagine why the team would just blatantly ignore it. I imagine there has to be some grey area they thought they could skirt.

The Formula 1200 is essentially an FV with a wider tire.
