if people notice that they are annoying, then the modulator is doing its job. As long as its not used at night I think they do a damn good job of letting people be seen. I don't have one but I sure notice when other people do, which me thinks is a good thing (again, in the day, not at night)

I don't mind brake modulators, But I agree with Suva on headlight modulators.

I installed a HID light on my DR. I noticed an instant decrease in the amount of people pulling out in front of me.

I have been debating installing one of these on my big road bike, after a couple close calls.
But I have wondered, do they really help ... ???
For the time being, when approaching an intersection at speed and I am not certain other drivers see me, I have been weaving inside my line, flashing my high/low beam, and sometimes my turn signals. I think this helps, but I don't have any data to back that up, just my observations.
The other thing I have noticed help people notice me - Act like a begginer on the bike. Act like you are going to fall ... a lot. Makes people pay attention immediately.

Yes, you are 100% legal and I think they owe you an apology.

Don't flash your headlights, that can be misinterpreted as you telling the turner to "GO"...

That's also something that is mentioned re headlight modulators. If you ever do get them, don't recognize a dangerous situation and THEN turn them on. It again could be interpreted as a signal to "GO" to other vehicles.

The best thing to do, when approaching a lot of traffic, turn them on long before the intersections, so they won't be misinterpreted.

I have em, don't use em much, but in crazy rush hour traffic, I'll turn em on.

I'm amazed that OSP has nothing better to do than to harass someone for modulated headlights. Any possibility that you failed the attitude test?

Years ago in another life, a professional colleague explained to me that there was really only one crime in America... bad attitude. How bad your attitude was pushed the crime from misdemeanor bad attitude to felony bad attitude.

I think you'll win in court, but the fact that you will have to go to the hassle of showing up at court is punishment enough. I wouldn't be surprised if the trooper who wrote the ticket doesn't show up. No point in showing up for a case he can't win.

I always heard federal law supersedes state laws anyway. A quick search comes up with this
That being said, I have one on my bike and have never used it, I tell people the sensor is a breathalyzer that won't let the bike start unless it I blow a number below the limit

And mods kinda suck.

He was pissed cuz I said loudly "nice stop" as he rolled through a stop sign and turned without signaling
