I have personally seen (or had) broken legs due specifically to hard panniers. 25 9.26%

Fully agree here. Every hit is different.

I have Wolfman bags and Aerostich tank panniers. Deer strike on asphalt at 45mph, I slid on my right side with the bike down the road. The loaded soft bags kept the full weight of the KLR off my leg.
