Why aren't they doing the same with loud cages? Why is the law not written to encompass loud VEHICLES?

IF they are not, they should be.

In my area the number of cars coming anywhere near the loudness of many motorcycles is very low, and my office (in my house) overlooks a busy 4 lane road. I often hear load bikes, but rarely loud cars.

None the less, the rules should be for all!

What level is that rule on (state, federal, municipal, etc.)?

At any rate, targeted sounds good. Might as well target those cars with the boom boxes while they're at it.
