No but they shorten the yellow lights and the fines are heavy enough in some places that it causes more accidents from people slamming on their brakes at the first yellow.

Here one has to take a stupid course if caught by a red light camera... even if taking a legal right on red, but you stopped a little too far or the car ahead trips it or w/e. This devices are far from infallible and the courts know it. They just don't care, its $$$.
