For the salvage guys:

I spoke with someone there for quite a bit of time to make sure I get this right with a salvage title.

So I sent the proper paperwork (bike under 300cc's):
-Registration
-Bill of Sale

AND

-Salvage title (original)
-Return Envelope filled out and addressed to me and with a stamp
-Simple letter stating the salvage price and lower tax cost (bike is a 2012) and informing them to send the title back to me.

They told me that because the bike is salvage you deduct 20% off the book value (which I did), and they need the title as proof which they will send back in the envelope I provided with them (which must be written in the letter).

Why did I do this? My state (not NY) requires visual inspection of the vehicle because of the salvage out of state title, this way its cheaper, faster, easier, and simpler. I went to the DMV back home, it was going to be a time consuming mess (and the bike isnt there), so im going the VT way.

I did this from Missouri last week, and they sent it back, told me value had to be at least 500.00, they refigureed the taxes, gave , me a new balance, I sent it in, now Im waiting. Will update later.

So they had not cashed the check, so I called them today to see what was up. They told they are sending me the paperwork back only because the vehicle is salvage so I have to have a state, local police, or DMV person write a letter on their letterhead that the VIN verification was completed (and have them fill out Section 7 on the registration form).

UPDATE

So I just called them before sending the paperwork back, and I spoke with a nice guy who clarified a few things. On the paperwork they noted they want an additional $33 for a "title fee", I told him the bike is 250cc's (no title applies, and no need for a vin check) and he agreed. He also noted that because I bought it from a dealer there should have been no vincheck anyway. He spoke with his supervisor and they confirmed, the paperwork should never have been sent back. He apologized and said to send it back with a letter and the check stating what happened etc..

They are super nice and helpful, too bad it didnt work out the first try.

So, anybody in NY try latly. I'm going for it. Skeptical it will work

I had a investigator run the vin and he said no record of it showed up. Does that mean just not stolen or never registered in ny also? I'm thinking the dmv will run the vin and find it was once registered to someone?

Even if it was it would be fine, as long as the bike is road legal and its not showing up as stolen, you have nothing to lose except postage and time.

It works! Only had the Vermont tags with the sticker about one day. Now I have a Missouri tag, and the title is paid for. Waiting for the MO title. I surrendered the Vermont Certificate of Registration for a MO title. Thanks to the first person and all the following for your sharing of information.

Live in New Mexico where the DMV will not let you register motorcycle for street use no matter how many blinkers, mirrors, horns, Etc... you put on it, if the bike was originally built for Off Road Use Only. They verify this by the Vin# through the computer. I am looking at buying XR650R in Colorado that has title for street use in CO but NM will catch this when I bring it in. Can I keep it street registered/plated through Vermont with Insurance at a NM address?

1996 xr 250 r

I filled out the paperwork, attached my check and BOS and sent it to Vermont DMV in Montelier, VT today. I called them so I knew exactly how much to send them. I'm hoping for ten days if no snags.

We'll advise all what happens next.

Anyone know if XR 250 R which has head and tail light was originally street legal?

Nope, not street legal. My XR500 has a headlight and taillight too, but it's not street legal either.
