Do zombies decompose to the point where their bodies don't function anymore and they're no longer a threat?

No, if they decomposed there would be no season 2 for the zombie shows.

If the GOV is coming up with a plan for zombies, it has already started...

Bullets, bandaids, Bibles, bikes, biscuits, that's my B list. Since I last talked with you, I've acquired exactly 0 rounds of 22 lr.

So I was checking on crossbows, I ask the guys, can I just pull that string back with my hands, you know like Daryl does. Oh no sir, they assured me, that's 190lb pull, you need a rope cocking device, no you can't pull that back with your hands. I ask him is this quiet like a bow, oh no he says, it's loud like an air rifle. I'm going to get a long bow, I got to shoot that and I really liked it.

This is the way they roll down in Portland town...

Crossbow: any one can fire them, at short to medium range devastating -armor piercing- power. Low rate of fire.
Bow: requires constant training, high rate of fire, decent range. With a minimum of training one can release 12 arrows in a minute. Trained bowmen routinely could fire 20 arrows per minute with excellent accuracy. This is faster than the non repeating guns and rifles of the 19th century.
Hungarian horse archer Kassai fires 12 arrows in under 20 seconds, accurately, at speed, giving proof of what an archer can attain with exercise and technique.

My big question however is: would an arrow take out a zombie?

A compound bow with a sight does not take much practice to be able to make head shots out to 30 yards(still deadly beyond that with practice). Its also no louder than my longbow. I'd say if arrows are ready to be grabbed then you could fire 20 or better in a minute.

As to taking out a Zombie you just have to destroy the brain, so most bows over 50# draw weight should have enough out to 20 yards.

Compound much easier to be stealthy and wait for the target while holding the draw
