I remember it well since the Driver grew up in LaGrande and we knew his parents and Aunt. All the shortcuts were blocked after the accident.

UH-OH got a phone call the link I posted is different wreck, different location than the photo Idarider stitched together and posted above.

That explains the plaque and the connection to the Zumwalt but not the road name...however I may be missing the obvious..

She [Clara] was not involved in that fatal accident [Group leader/driver [1]was killed]...I know where the accident occurred..set of switch-backs on a hill on the Dug Bar Road a few miles North of Fence Creek..they did not go "over the side" but did roll the truck...it was muddy as I remember and the "short cut" really wasn't...just wanted to "boonie romp" I guess.

No, I understood that you were IDing the plaque and I appreciate it...once we find out where it is that will complete the puzzle for me...

Yup, canyons over here are spectacular and often quite similar..
