I've heard that before but I don't know if it is true or not. I do know that I've ridden TONS of miles there with my orange lights on 100% of the time(see avatar) for conspicuity purposes and have never been hassled but any LEO, even the time the CHP pulled me over to give me a verbal warning for what they considered an "unsafe lane change." (Changed my mind about taking an exit at the last minute - after doing a shoulder check of course.) The only vehicle code I can find regarding fog lights is this:
I just flipped the DE fog lights over so the cutoff is on the bottom of the beam. (Haven't tried them at night yet though.)

Fog Lights = Lightforce: I use these http://www.amazon.com/LightForce-RMDL140LT-RMDL-140-Lights/dp/B000Q5QR7Y they are light, bright and flexible with the fog or spot covers. With the fog covers, you can adjust the beam to be flat or angle up on the right to see signs, wildlife, etc. I run with them on all the time, and cars can definatly see me. I used a PIAA wiring harness and mounted to my GSA crash bars so they are low and tucked in tight. I notice that they also sell an HID version for $500, but not sure they are worth it.
I've got a spot and "fog" one of these ADVMonsters on my F800GS and a yellow "filter" on the bottom half of the fog. Great and bright lights. I mounted them on the forks, down low. Use them for daytime conspicuity and night to definitely widen and brighten the field of view. The spot BLOWS IT way down the road when on bright. Also now has at Model 60 fog that is 3600 lumens!! Great prices too! Not to mention that Sandjoh (John) really stands behind his product. I had a problem with first fog and returned with no problems and replaced within a week. Been running for over a year and after coming out of service from the dealer, the spot was not working. Being sent off to be checked and fixed. Not holding my breath that the dealership will take responsibility or not. But will be fixed for under $30. He has photos linked to his site and his thread on ADV

Yes, you're right about that, but I seem to be stuck between a rock and a hard place. If I go with LED I have to sacrifice one thing or another. I can have lights like the PIAA 530 which have the proper fog beam pattern, or I can have lights that are the correct color but have the wrong beam pattern. Any suggestions would be greatly appreciated. So far the only half-way sensible solution I've heard is this one from someone on this forum: getting an HID light set with the correct beam pattern and then replacing the bulbs with ones that have a warmer color. I'm resistant to this idea because it's more complex, time-consuming and expensive than I really want to deal with right now. The whole thing just burns me up. What should be a quick and easy project ends up being an expensive hassle. I think the IQ of the average American consumer has dropped sharply in the last few decades or something because too few people understand the science behind proper fog lamps to generate enough demand for them.
I hang around on some lighting forums and from what I can gather I don't think you are going to find what you are after. The two recommendations I see a lot for small fog lights are the Hella Micro DE and the Bosch Compact 100. You don't need HID in a fog light and it might screw up the beam pattern. There are no good selective yellow bulbs but you can paint the the lenses with several light coats of Dupicolor Metalcast Yellow to acheive a good effect. It works well with minimal effect on the light output unlike the blue coatings which have a major effect on output. The best sources I have found for "correct" info on lighting are Daniel Stern Lighting and the transportion lighting section of the Candlepower forums.
